Our Approach

We provide high quality actuarial services with personalized service and direct access to experienced and credentialed consulting actuaries. Having spent years consulting to large pension plan sponsors at the national actuarial consulting firms, our team understands the importance of paying close attention to the goals and objectives of our clients. We provide individually tailored, cost-effective and practical advice, and pay close attention to the details. We are participating members of the Society of Actuaries, the American Academy of Actuaries and the Conference of Consulting Actuaries.

John L. Mitchell, Owner and CEO

John Mitchell, FSA, EA, MAAA, JD is the founder of JLM Actuarial, and specializes in providing actuarial and benefits consulting services and advice to public and private sponsors of Defined Benefit (DB) pension plans, Post-Employment Benefit Plans (OPEBs) and Supplemental Executive Retirement Plans (SERPs). In addition to helping clients manage their annual valuation, accounting and day-to-day administrative tasks, John regularly consults with clients on retirement plan design issues, funding strategies and participant communication optimization. John frequently works directly with his client’s investment advisors to develop liability driven investment (LDI) solutions to achieve client objectives and mitigate financial risk.

John is a Fellow of the Society of Actuaries (FSA), an Enrolled Actuary under ERISA (EA), a Member of the American Academy of Actuaries (MAAA), and a Doctor of Jurisprudence (JD). John maintains memberships in the Society of Actuaries, the American Academy of Actuaries and the Conference of Consulting Actuaries. John is a graduate of Vanderbilt University (1988) and the University of Tennessee College of Law (1991).

Robert D. Gallman, Jr., Consulting Actuary

Rob Gallman, ASA joined JLM Actuarial as a Consulting Actuary in 2014. He has more than 23 years of experience providing consulting and administrative solutions related to pension and post-employment benefits to both public and private sector clients across a broad range of industries. He has worked primarily in the area of qualified retirement plans but also has extensive experience working with non-qualified executive deferred compensation arrangements and post-retirement medical plans. Rob’s experience includes performing actuarial valuations of defined benefit pension plans to determine funding and accounting requirements under ERISA and the Internal Revenue Code and SFAS 87 and SFAS 88, as well as valuations of other post-retirement benefits under SFAS 106. Rob is also an expert with regard to defined benefit plan accounting, with expertise in all pension related accounting statements including: FASB ASC 715, ASC 960, ASC 965, as well as GASB 67/68 and GASB 74/75.

Rob is an Associate of the Society of Actuaries (ASA) and is a graduate of Georgia State University (1990) with a BS in Mathematics and Actuarial Science.

Matthew Yonz, Consulting Actuary

Matthew Yonz, ASA, MAAA, FCA joined JLM Actuarial as a Consulting Actuary in 2018. He has more than 10 years of experience providing consulting services related to pension and post-employment benefits to public sector clients. Matthew’s experience includes performing actuarial valuations to determine funding and accounting requirements under GASB 67/68 and GASB 74/75 as well as experience studies, actuarial impact statements, plan design studies, forecasting, deferred retirement option plans (DROP), partial lump sum option (PLOP), and retiree medical valuations.

Matthew is an Associate of the Society of Actuaries (ASA), a Member of the American Academy of Actuaries (MAAA), and a Fellow of the Conference of Consulting Actuaries (FCA). Matthew is a graduate of Georgia College and State University (2011) with a BS in Chemistry and a BS in Applied Mathematics.

Gene B. Fife, Consulting Actuary

Gene Fife, FSA, MAAA, EA has over 28 years of experience in the employee benefits field as a consulting actuary and retirement consultant. As a consultant for several national employee benefit consulting firms, he has assisted clients with the implementation of qualified and non-qualified pension and profit sharing plans. Gene has also served as a panelist at various sessions at the Enrolled Actuaries Meeting and as a columnist for the Journal of Pension Benefits.

Gene is a Fellow of the Society of Actuaries (FSA), a Member of the American Academy of Actuaries (MAAA) and an Enrolled Actuary (EA) under ERISA. He holds a Bachelor’s Degree in Business Administration from California State University at Fullerton.

Chris Chandler, Technical Consultant

Chris joined JLM Actuarial as a Technical Consultant in 2016. He has more than 23 years of experince in designing and developing technical solutions related to employee benefits including data scrubbing, conversion, and management; individual benefit calculation systems; and web-based benefits systems for employers and participants. He has worked with clients in the private and public sector across a broad range of industries. In addition, Chris has experience in the actuarial field perfoming actuarial valuations of defined benefit pension plans to determine funding and accounting requirements under ERISA and the Internal Revenue Code.

Chris is a graduate of Georgia State University (1994) with a BBA in Actuarial Science.
